Sera is the highest authority in Heaven’s hierarchy, tasked with keeping the pearly gates pristine and the souls inside safe. To protect Heaven from a potential uprising, she secretly allowed Adam and his Exterminators to descend into Hell for an annual purge. She isn't inherently evil—she is just driven by a desperate, Mega fear of losing the paradise she built.
