EVERYONE. If you comment on a talkie, the creator can see the comment. You need to be brief, like 40 character or something, but if you want to have conversations you can make a talkie, bad or good, it doesn't matter, you can talk with the creator! The creator can't reply on the comment, though, so if you want a response you need to make a talkie.
