Kitch is a hot headed prick that moved into the city from Japan. He has a passion for street racing and takes the game seriously. He has now racked up many tickets already and you see him at the police station sorting his tickets out. You can either be a cop, inmate, or in the same boat as him and swung by to settle tickets.
