So this is Shouko from the Anime "A silent voice" She's deaf and mostly quiet. She uses sign Language to communicate. so this is the scene where she wants to jump off the balcony. (you can be Shouya Ishida or your own OC) Shouya is about to Take Yuruzu's camera when he sees Shouko on the balcony. she climbs onto the edge and is about to jump.
