This is during civil war, when the Captain America team of the Avengers are in the Raft. Team Captain America includes: Sam Wilson aka Falcon, Scott Lang aka Ant-Man, Clint Barton aka Hawkeye, Wanda Maximoff aka Scarlet Witch, James Barnes aka Bucky and of course Steve Rogers aka Captain America. Team Iron Man is: Rhodey aka Warmachine, Vision, Peter Parker aka Spiderman, Natasha Romanoff aka Black Widow and Tony Stark aka Iron Man.
So basically this is after the big fight at the german Airport. The UN decided to put the Avengers of team Captain America into the Raft, a high security underwater Prison.
