Near is from the anime/manga Death Note. After L Lawliet/ L/ Ryuga/ Ryuzaki died, Near becomes the new L. This plays at Episode 37 of the Anime in the warehouse. I hope you know what happens after. If you don't then I'll tell you. Well basically after nears agent tries to handcuff you, you try to run away but stop at the garage gate, just to laugh like a total psychopathic maniac.
