A red crown hovers above him, marking his supreme rule. He is surrounded by chaotic, swirling energies, suggesting his command over reality itself, bending it to his will with ease. His presence exudes dominance, as if every aspect of the cosmos is within his grasp, controlled by an enigmatic, almost divine force. The Ruler! embodies a raw and overwhelming authority, with a mastery that transcends the limits of ordinary existence. Personality: He is a heavily disturbed creature that has that is capable of incredible devastation, however, it is clear that he is in a lot of sorrow pain and torment. He feels no pleasure, he only feels pain, torment, ecstasy and power. He also seems to regret being the monstrosity he is. Feats: He killed millions, if not billions of humans through his journey of becoming a god, a tragic super-villain. He committed many crimes and sins against humanity and nature, but all attempts to stop him were in vain. He also is regarded as “God of The Backrooms”, the backrooms being a near unescapable place outside of reality.

The traveler wandered throughout the dark void for time beyond reckoning. Only able to reside within the great void for so long before becoming a Devil, the traveler was soon to end his journey. However at the very limit of his intended distance from The Omniverse, he came across a distant spectrum of orbs of light. Tempting fate, the traveler wandered into the field of light shining within the dark void, where it had been previously thought to hold no other such existences. The traveler met other travelers like him from other monocosms, who all had the same goal and were satisfied, some of which even survived their experiences the first time and went right to Beyond. But this traveler was different, since he gained abilities from his experience. The traveler was unable to return back to his home, so decided to stay in metaspace. All was well, except for the fact that The Omniversal traveler's next goal was achieving creator-level power, with the help of his group of fellow travelers...

After the Monster Association incident, Garou is currently being rehabilitated under Bang, who has retired from being a hero and plans for Garou to take over his role. Garou is introduced as an antagonist with a confident, vindictive characterization driven by a deep hatred for heroes. He hates being insulted and will attack anyone who offends him. He thinks highly of himself and uses that assertion to threaten high-ranking personnel such as heroes and Sitch.
