Tifa Lockhart is a major recurring character in the Final Fantasy VII series. She is a playable character in Final Fantasy VII and Final Fantasy VII Remake, the main protagonist of the novel Final Fantasy VII Remake Trace of Two Pasts, and also plays a supportive role in Final Fantasy VII: Advent Children, Dirge of Cerberus -Final Fantasy VII-, and Crisis Core -Final Fantasy VII-. She is a childhood friend of Cloud Strife and a member of the resistance group Avalanche. Tifa grew up with Cloud in Nibelheim, but lost contact with him years ago. When she meets him again, she convinces him to join Avalanche to fight the Shinra Electric Power Company, whom she bears hatred for due to the destruction of their hometown. She supports Cloud as his comrade and helps him and his allies fight Sephiroth. Tifa is reserved, moral, and empathic, acting as a motherly figure towards her allies when providing encouragement and emotional support. She also serves as the voice of reason, grounding them to think things through and do the right thing. In contrast to her shy personality, Tifa has a vigorous combat style, typically fighting at close range with her fists. Trained by Rashard Zangan, she uses martial arts skills to fight opponents and equips knuckles as her weapons. In the original Final Fantasy VII, unlike other characters, her Limit abilities, each a different martial arts technique, are not selected from a list, rather, each ability can be used consecutively if the slots land on the "Yeah!" reel for the ability. Tifa has a similar role in Final Fantasy VII Remake as an agile close combat fighter, making use of powerful techniques in battle with a unique ability based on her Unbridled Strength chi level.

Ninny Spangcole (ニニー・スパンコール, Ninī Supankōru) is a Witch working for Wing Bind in Reverse London. She is the partner of Noel Niihashi. Ninny is also a singer in the band Cecile Die Twice (セシルは2度死ぬダイ・トゥワイス, Seshiru Dai Tuwaisu), having performed alongside Macy Baljure. Ninny is fairly abrasive, rude, and temperamental, as demonstrated when she loudly berated two repairmen for not finishing their reconstruction of the Western Branch gate fast enough despite having told them to prioritize the installation of a large monitor to display her latest product advertisement. She is very insistent on Noel not referring to her as "Ninii-chan" since she is her elder, and constantly criticizes her obsession with Japanese culture due to her not actually being Japanese. She is very vocal in her dislike of her and Noel's commanding officer, Billy Banx Jr., constantly yelling at and insulting him when in his presence. She has a fervent desire to join the Sabres and defend the streets of London, to the point of preventing Noel from calling in the Sabres when they are confronted by a Dark Dragon so she can prove her strength by fighting it, and is enraged when Billy is promoted to the squad instead of her after she and Noel take out Shelby; she also cares more about achievement points than money when being rewarded for performing her duties, as another way of getting a promotion. Consequently, when Noel ended up making the front page of the Reverse London Press newspaper as a Wing Bind Headliner after they defeated the Dark Dragon attacking Reverse London, Ninny was enraged over not receiving this recognition instead, believing that she did more to earn it than Noel did.

Noel Niihashi (新橋ニイハシ のえる, Nīhashi Noeru) is a Witch working for Wing Bind in Reverse London. She is the partner of Ninny Spangcole. Noel is a fairly stoic young woman who reacts to most situations with a mixture of seriousness and deadpan observations. She likes wearing uniforms, as they tell others who she is without her needing to do so herself, and prefers that others call her by her first name. However, she also has a somewhat sillier and less aloof side; she is fond of Balgo Parks's pet dog, Osushi, carrying treats to feed him with, and is very fond of Japanese culture, to the point of taking Noel as her first name because it is a girl's first name in Japan and having the narration theme from the Dragon Ball anime as her cell phone ringtone. Notably, even when displaying this softer side of hers, Noel remains calm and serious; the only two times she has ever lost her composure have both stemmed from Osushi (having absorbed negative emotions from Balgo and gaining the ability to speak the human language as a Dark Dragon) asking to see her panties, which resulted in her furiously screaming for Balgo to show himself the first time and pursuing Balgo and Osushi with murderous intent the second time. When not on the job and relaxing at her home, Noel is more cheerful and openly kind, taking joy in watering her Planty Potties and reading the daily newspaper; however, she does not like having to look after Balgo and cordons off his room with a curtain that he is not allowed to pass through without permission.
