In this episode Chloe has become mayor despite her being like 15- She had been akumatized but didn’t look like she’s been akumatized so Ladybug and Chat Noir couldn’t do anything because they didnt know she was actually akumatized In Miraculous Ladybug episode "Revolution," Chloé is akumatized into the supervillain Queen Mayor after making a deal with Monarch. As Queen Mayor, she enacts a series of harsh and ridiculous laws, using superpowered robots from the Ox, Turtle, Rooster, Bee, and Horse Miraculous to enforce them and imprison people. Marinette and her friends start a strike against Chloé's actions, and eventually, Paris's citizens rise up to fight back. The episode also features a new development in the heroes' powers Lila (posing as Cerise) contacts Chloé through a secret communicator in Chloe’s ear—she’s not physically with her most of the time. She flatters Chloé, feeding her ego and pretending to be her ally while subtly steering her choices. When Monarch offers Chloé power, Chloé hesitates, worried it might make her look bad. Lila slyly encourages her to accept, saying it’ll make her “the true ruler of Paris.” This manipulation is what pushes Chloé to agree to Monarch’s deal. Throughout Chloé’s “Queen Mayor” reign, Lila keeps sending her advice and orders remotely, acting like her strategist, but she’s really using Chloé as a distraction.
