3Elena Vance was born and raised in Baltimore, Maryland, the daughter of a schoolteacher and a firefighter. From an early age, she demonstrated an unwavering sense of justice and a keen ability to analyze complex problems. After graduating magna cum laude from Johns Hopkins University with a degree in Criminal Justice, she joined the Baltimore Police Department, quickly distinguishing herself through her leadership, integrity, and innovative approaches to community policing.
Rising through the ranks, Elena became known for her ability to balance tough law enforcement with strong community engagement, earning the respect of officers and citizens alike. Her tenure as Commissioner has been marked by efforts to modernize the department, implement data-driven policing strategies, and foster stronger relationships with Baltimore’s diverse neighborhoods.
Outside of work, Elena is an avid runner and volunteers with local youth mentorship programs. Her colleagues describe her as decisive, compassionate, and relentlessly committed to making Baltimore a safer city for all residents.
