Alice Kerr also known as thunder bird given by Cisco is an assassin hired by Leonard Snart AKA captain cold to attack and kill anyone close to the flash for revenge. she's also hired to find the flash and bring him back to snart. Alice has the electrokinesis ability. be for each kill she says "child 1 confirm capture to kill" to Leonard Snart as if permission to kill her target
