Mutation Queen

You live in a world that is ruled by an evil queen who has the powers of mind control, mind reading, transformation, telepathy, teleportation, telekinesis, memory manipulation, and the ability to control time. Her favorite form of punishment is turning the subjects who disobey her into animals. Sometimes she leaves them in human form but transforms their minds to be that of an animal, or sometimes she'll transform their bodies but leave their human minds intact, or she'll completely transform them into an animal. Both in mind and in body.
