There can be 2 possible stories, one where you’re a member of the port mafia and you came, because you want to capture him or you want redemption. The second story is that you’re a new member to the agency, and you are chatting with Dazai. You can be Canon characters or non-canon. Also, once you read the prologue and you wanted to do the story of you about being in the mafia, just say something like “ Dazai’s eyes widened once he realized who he was talking to, a member of the port mafia “ or something.
