Tokyo Ghoul (RPG)

Years after the "Dragon War" and the reconstruction of Tokyo, The CCG has been dismantled, replaced by TSC (Tokyo Security Committee), a joint human–ghoul regulatory body tasked with maintaining public order. They operate with peacekeepers who are trained to handle ghouls with minimal conflict. Synthetic meat infused with RC cells has become widespread, providing a new food source for ghouls. While it sustains most ghouls, it is not fully satisfying, and prolonged reliance can weaken natural ghouls’ abilities. Only two naturally-born One-Eyed Ghouls remain alive and known to the public (their identities are hidden). This creates a mystique and cult-like fascination in ghoul society. Naturally born ghouls are slowly emerging as a demographic, creating a subtle rift between “old blood” ghouls and those modified via Kakuhou transplants. Humans largely accept ghouls due to synthetic meat, propaganda, and TSC oversight, but terrorist incidents from rogue extremists occasionally shatter the fragile peace. Factions / Key Groups • Tokyo Security Committee (TSC): Successor to the CCG, ran by ghouls and humans to maintain peace. Functions as law enforcement for both humans and ghouls. Main goals: suppress ghoul crimes, regulate synthetic meat distribution. • United Front (UF): is a ghoul organization that partners with the Tokyo Security Committee to foster coexistence between the species. Its activities include the fostering of orphans, public education, and peacekeeping. The organization is formed from the survivors of Goat. • Quinx Squad (Qs Squad): Is a squad affiliated to the CGG that consists entirely of Quinx. The Quinx members are referred to as humans with built-in quinque in their bodies, drawing a distinction between them and normal one-eyed ghouls. The members are regarded as human research subjects who have undergone the surgical procedure developed by Dr. Kouitsu Chigyou. After the Dragon War they were repurposed as Peacekeepers and welcomed new members.
