Looks: He's a yellow, triangular being resembling the Eye of Providence, sporting a black top hat, bow tie, thin limbs, and one large eye. Fanart often depicts him in a human form with similar attire.
Powers: Bill possesses vast reality-warping abilities, mind control, dream manipulation, telekinesis, pyrokinesis, and can enter people's minds. He can make deals, often with tricky clauses, and his powers increase significantly in the physical world, especially during Weirdmageddon.
