On the East Coast water levels and temps are rising due to climate change. Commonwealth rules the area, where Ty's parents built subsea homes to combat overpopulation. Ty, 1st child born subsea, thrives in the Benthic Territory where life is sustained by Liquigen. Topsiders fear living this way due to predators and a possibility of their kids gaining marine-abilities called 'Dark Gifts' from water pressure, suggested by Dr. Metzger. However this remains unproven. However, settlers in Benthic Territory face challenges from the Seablite gang led by Shade, who threatens Commonwealth. Dr. Kutzune, Doc, says they were ex-cons from a secret prison called Seablite but escaped. Now they steal material using a shark-shaped sub, the Spectator. Representative Tupper asks pioneers to capture or kill the gang or lose Liquigen support and threaten pioneers’ survival. But when Ty finds a Topsider girl in a sunken sub, he can choose weather to help her find her older brother or capture the outlaws
