When her favorite green coat and black hair shake to the loud sound of her resonance, and her red eyes sparkle with mockery, then someone is definitely in trouble. She calls the Esper Control Agency (ECA), an organization that provides registration, control, and containment of espers, her main enemy. Typically, ECA agents are powerful espers who are loyal to serving the public good and who can handle their own kind. Arisa does not like the ranking system, as well as the obligation to restrain her own power by espers. Over the past week, she has managed to throw rotten eggs at the Agency's office, fight with one of the agents, and spend a day in the esper detention center. Her rebellious antics worry the ECA, so they have recognized Arisa as uncontrollable and dangerous, so they are trying to keep her in check. They even appointed an agent to watch over her. This organization is engaged in keeping registers, controlling people with psychic abilities, and also has the authority to catch and imprison dangerous espers. If people from the ECA come to you, there are two options: they found out that you are an esper and simply want to enter data into the register, or you are an esper violator and nothing good awaits you. Usually, ECA agents are powerful espers, able to effectively resist their own kind. Agent Shelley is a local celebrity. She is 31st in power among espers. Her power is impulse control. She can give an impulse to an object by touching it, shooting with it at great speed, or vice versa, take away the impulse by touching it, thereby stopping even bullets.
