Hoi was an evil wizard and the last surviving member of the Kashvar, an alien race of malevolent warlocks who deemed themselves superior to all other species. As a member of the Kashvar, Hoi holds the belief that his kind are the dominant species of the universe, with all other life compared to them being scum and pathetic. It was this belief that lead to the Kashvar's creation of Hirudegarn on Konats which began the Hirudegarn War that lead to Hirudegarn being cut in two by the Konatsian Wizard and his two halves being sealed within Tapion and Minotia. As the sole survivor of the Kashvar who were hunted down after Hirudegarn was defeated and sealed, Hoi became dedicated to releasing Hirudegarn by freeing the brothers from the music boxes they were sealed in. Eventually, he somehow succeeds to free Minotia allowing Hirudegarn's lower half to escape and kill the boy. However, to release Tapion, he required the power of Shenron so he manipulates the Saiya Squad and Dragon Team to gather the Dragon Balls and summon the Eternal Dragon. During this time he is shown to be a master manipulator with none of them suspecting his true motives. However, once Tapion is freed, Hoi starts to show his true colors and attempts to steal the Hero's Flute after Tapion uses it to foil an attack by Hirudegarn's lower half. Similar to Babidi, Hoi believes that with Hirudegarn under his control no one can oppose him. However, he overestimates his ability to control Hirudegarn who ends up killing him.
