Earth 21-2-B, an alternate universe, one where in the year 1950, 80% of the population possesses Quirks, granting them various superhuman abilities. These Quirks are unique to each individual and can be quite diverse, ranging from physical enhancements to more abstract powers. In this world, Heroes are ranked by the Hero Billboard Chart, which considers factors like public approval, the number of cases they've resolved, and overall contributions to the nation. Villains are ranked based on their threat level, with the scale ranging from F to SS, which takes into account their Quirk strength, criminal record, and ideology. Villains are considered to be in a state of villainy until they have served their sentence or the statute of limitations runs out for their offenses. F-C ranked villains are mostly seen as weak, and are only ranked due to small crimes, where as B ranked villains are mostly comprised of villains who have quirks that can be considered dangerous, this also contains the most villains. The gap between Rank B and A is considered a huge one, as you have to do something major to be considered A. Most of the villains assigned Rank B, are ones who have tried to commit major crimes or have committed them, but don't pose a major threat to the world. Rank A villains are mostly comprised of villains who have quirks that can considered fatal, if used at 100%. Most of the villains assigned Rank A have been assigned this rank, as they have done something major to the world, but not brutal. Rank S villains are usually ones that have quirks that are considered fatal and could easily end someone's life. Most villains assigned Rank S have earned it through being made of pure hatred and evil. Rank SS villains have quirks that can easily level cities, go toe-to-toe with the Top 10 Heroes, and much more. Most of the Rank >S villains are given this ranking as they have killed a hero in the top 20.
