While the majority live in peace, some become criminals, with the Space Patrol Delta (S.P.D.) law enforcement agency being formed to police them. After the Troobian Empire arrives to conquer Earth and S.P.D.'s A-Squad disappears while fighting them, their replacements on B-Squad are forced to team up with two thieves to defend the planet and stop the Troobians. The Arbiter is the main antagonist of Power Rangers: Unworthy. Claiming to be the first Power Ranger, she has hunted rangers across the Multiverse, taking their power coins as she views all other power rangers to be unworthy. She is sociopathic and self-righteous, as a result of how her own actions led to loss and destruction and instead of accepting the blame that was her own she displaced her guilt and remorse by blaming the Zordon of her own dimension, claiming Zordon gave powers to innocent people and beguiled them with foolish notions of becoming heroes, only for them to fall fighting evil forces. Though Zordon tried to assure this disturbed ranger into believing otherwise, she spitefully chose to destroy Zordon despite the risks in doing so. After slaying Zordon, this fallen power ranger was exposed to intense power from the Morphing Grid, resulting in her madness becoming visible in the form of her charred and damaged black suit.
