In this world 25% of the people in the world have superpowers. Those can be gained through rituals, birth, gifts, possession or other ways, but not many people on earth have them. However just like in our world it is illegal to use those powers to help people, unless you work for the law. And superheroes as a job don't exist here either. Which leads to a big issue.
