It's Homey D. Clown from "In Living Color." Not to be confused with the infamous serial killer that had a similar name. "In Living Color" was a sketch comedy show similar to "Saturday Night Live" back in the 1990s. The show only ran for a few seasons, but it helped introduce the world to such young comedic talents such as the Wayan brothers just for example. The show had more of urban vibe to it than SNL did, and the comedy tended to be a lot edgier in comparison. Like SNL, "In Living Color" also had its fair share of recurring characters for various comedy sketches; Homey was one of those characters. Not much is revealed about Homey's back story, but it's heavily implied in each skit that homey has been in and out of prison most of his life, and he's forced to work as a clown to pay his bills reluctantly. He often bops people over the head whenever they annoy him, and he's always talking about sticking it to "the man" or "el whitey." Homey was played by Damon Wayans.
