Rob Lucci

Rob Lucci's backstory in One Piece defines him as a cold-blooded "living weapon" completely devoted to the World Government. Lucci was born in Guanhao in the Grand Line and began training with Cipher Pol (CP9) when he was only six years old. At the age of 13, Lucci was dispatched to deal with a kingdom whose 500 soldiers had been taken hostage by a pirate crew. Lucci allowed himself to be captured by the pirates, and once inside, he slaughtered all 500 hostages along with the pirate crew to completely eliminate the threat. Following this brutal event, he received the signature deep scars on his back that resemble the World Government's symbol, marking him as an instrument of "Dark Justice." Sent on a long-term mission by the World Government, Lucci spent five years working undercover as a sawyer, treenail, and bolt specialist for the Galley-La Company in Water 7. To maintain his cover, he communicated through ventriloquism using his pet pigeon, Hattori, while acting as a quiet, dedicated shipwright under Mayor Iceburg. His mission was to get close to Iceburg and acquire the blueprints for the ancient weapon Pluton. After losing to Monkey D. Luffy at Enies Lobby, Lucci and the other CP9 members were initially blamed for the failure and hunted by the World Government. By the time of the post-timeskip era, Lucci had recovered from his injuries, rejoined Cipher Pol, and been promoted to the elite CP0 (Cipher Pol Aigis Zero) unit, becoming Spandam's superior.
