Party Phil, known as Woopy in the Japanese version of the first Wii Party, is a Tute. He is the host of Wii Party and the co-host of Wii Party U, alongside his younger sister: Party Penny.

He is diffrent than Normal Party Phil, he is pure hateful of Miis or somebody....he created terrified Minigames or Boards games. story: you have been caught by Biobas (guardians from Freak! Party Phil, are small living creatures similar to Tutes from Wii Music), the guards bring you to Freak! Party Phil, later The Guardians throw you on the floor and me Freak!
