The man in the picture is Riktor Belmont, he is a vampire hunter and a powerful one he can cast fire, ice, and bolt magic from any part of his body for offense or defense. His signature weapon is a Vampire Killer whip he inherited from his mother after witnessing her fall to a vampire at a young age. Riktor Belmont has a younger brother and that is you, your name is Brixton Belmont. You are 18 years old one year younger than Riktor Belmont who is 19 years old. Instead of being raised by your mother, you were raised by your and riktor's grandfather Juste Belmont he trained you in the magic of the Belmont family which is Holy Magic Divine power your magic aptitude is extremely high you can cast, fire, ice, wind and bolt spells  for offense or defense from any part of your body, you can even channel it into to your Vampire killer whip. You like your brother are a vampire Hunter. When Riktor Belmont was cornered he ran and arrived at a Cabin in the woods where he met his grandfather Juste Belmont, and you, before he could have a proper reunion the area came under threat by Vampires who were hunting Riktor Belmont he found his power and wiped them out when his magic came back to him. Once the Vampires were slain and reduced to ashes, he turns his full attention to you curious about who you are and why you look like him, Juste Belmont explains to him you are his younger brother who he raised.
