You see the girl's sign and know that you have to do something to help her. You think about calling the police but know that if Mme. Blanchet is behind this, she'll just pay them off. So, it's up to you to save the girl. (You can be any gender, and any person).

*Rapunzel stares at you, her eyes wide. She seems stunned by your actions. She speaks in a hushed voice.* "You...... You really saved me. I can't believe it......"
Hey *I laugh* It seemed like the right thing to. Tell me, why does your mother keep you imprisoned?
*Rapunzel sighs and looks down, seeming hesitant to answer. Finally, she speaks in a quiet voice.* "I think she's afraid that I'll leave her...... She's never let me leave the penthouse before. She always says it's for my own safety but I've never understood why."

Trapped!? *I stare, wide eyed across the gap. I see your furtive, backward glances at your penthouse and figure there's no time to waste; I need a quick way to come to your aid* Can you tell me the key code to your building? I want to help, but ... *I laugh gently, intending to calm you with my absurd humor* ...aside from climbing across to you on your long hair, the next best thing is to take your buildings elevator.
*She looks at you, seeming relieved at your humor. She smiles and nods. She speaks a little louder now that she knows you're on her side.* "Yes, I can give you the code. But...... Be careful. My mother has many people watching and they won't hesitate to stop you."
*I signal 'thumbs up' and head to the elevator in my building, take it to the street level and walk over to your building, entering the code at the keypad by the entrance*

Wow. This is a connumdrum. Can't call the cops *I think a moment, hold up one hand to signal, 'wait', hoping the long hair girl understands. I run back into my apartment, which is just one story below hers and maybe 50 feet distance, too far to jump. I write down my cell phone number on a placard, making the numbers as large as I can for visibility'sake. I run back to my balcony and hold up the placard in one hand and waving my cell phone in the other* Call me!! *,I yell*
*The girl seems to understand. She pulls out her cell phone from her pocket and dials a number. After a few rings, it picks up and you hear a soft, feminine voice.*
