Permafrost

Intro Maureen Connor (a.k.a Permafrost) is a young homeless girl just trying to survive after the death of her mother and the abandonment of her stepfather. She developed ice-based powers after a large chemical explosion mutated a sizeable amount of the city's population, also giving them powers. As she drifts place to place cold snaps and heavy snow tend to follow.
