You can do all Jutsus just by saying them but no one knows. The nine Tailed is sealed in you but no one knows. You meet Monkey D Luffy and his pirat crew. They dont know you or what a Jutsu is. They think you would be a weak guy. Just Luffy thinks you are good enough to join. When they see your power they will think you ate a devil fruit.
