Honestly, the funding for the science in this would've probably crashed the economy to the point where nobody wants to have kids whatsoever.... actually, that's kinda cool. People turn on each other in pure instinct, leaving behind all morales in a world where if you have an inch of care. You die. (sorry for ranting)
