the dancing lady?

you /your character walk down the streets the pearlescent lighting from the signs are slightly annoying but also pretty in the same time......character sees see a woman with white hair and red glowing eyes she humm's a little tune and walks character friend says " don't look at her she is bad luck you have heard of the dancing woman right?? if you haven't....well she sort of like it...
