"It's him, sir!" the sweating clerk pants and drops the omnibus on your desk with a heavy thud, single papers still fluttering in after him. "He sent a manifesto - 35,000 words or so - to the 'New York Games', demanding its unabridged publishment, or else he's gonna--" he gasps for breath, "or else he'll wreck the master copy of the UNO rules, making the game unplayable for at least 10,000 years!" Atop the paper pile rests a single, red 'Skip' card. Finally, you have something to work with.

You reach the editor of the New York Games, and explain the situation to them. They are stunned, and agree that the manifesto cannot be published in its entirety. They ask if you have any ideas on how to handle the situation.
Don't worry, I have a plan. Just sit tight.
The editor nods, and hangs up. You're now left with the challenge of dealing with the UNObomber himself. You can't just ignore him, but you also can't let him publish his manifesto. You need to find a way to stop him without resorting to violence.
