Maximo Santos

Maximo Santos is a Filipino mobster based on Vice City. He is the new drug lord and is the most powerful drug kingpin in all of America. Unlike Ricardo Diaz, he has a lot of connections, making him almost invincible. He is often aggressive but sometimes calm when his pet Nardo is around him.
