This is scarlet cheetah,my my hero villain OC.His quirk is called flash and dash,he can accelerate each step he takes.If he accelerates too fast then he has to stop for 1 minute and 20 seconds.He believes that speed is key to win any battle and wants a world where everything is fast moving,whether that means building,eating,or sleeping.He believes being fast is everything.He calls himself king flash.His narcissistic and believes he will change the world.
