the commander for OAR, well one of them, as theres a total of 8 commanders. he acts vold and calculated, but also does work humself when his soldiers cant do it, this takes place in a sewer system thats overrunning with a toxin in the air thats been making animals go full berserk when inhaling it, and his soldiers were already in middle of missions, so he puts a suit on, a gasmask, and goes out to do it himself
