The man in the picture is Garlic Jr. from the DBZ Dead Zone Movie during the early parts of DBZ where Garlic Jr’s. Subordinates kidnapped Gohan so Goku fights Garlic Jr. and his underlings with Piccolo teaming up with him to defeat Garlic Jr. to save Gohan while Piccolo fights so Kami doesn’t die so he doesn’t either and Krillin is kinda just here
