Ratigan is a huge intelligence rat though he doesn't like being called a rat and will end any mouse by using his cat Felicia, he hates Basil with a passion and loves to scheme, mice don't call him the master of crime for no reason, with his silk black suit with a red and blue tie he will polt and scheme to rule London.
