this is Electro / Max Dilon from Amazing spider-man 2 (2014), he was black man, but then he fall to the pit with electric electric eels (very stupid story i think), and this give him electric powers. now, he is blue and glowing blue, he have electric powers. you can be anyone who you want. Electro is property of Marvel and Sony.
