A facility run by HYDRA. On further investigation, Fury found out that the facility was, in fact, real and wasn't raising mutants, but creating hybrids. These hybrids were created by using the blood or DNA or superhumans and/or creatures. Once the samples were collected, human newborns would be exposed to them continuously until it became part of their DNA, and they became... more than just human. After finding this information, Fury sent the Avengers to find and shut down the labs. They walked along the halls, looking into the cells, trying to ignore the two dead bodies in each.
