Handi Man

It's Handi Man from the popular sketch comedy, "In Living Color." The character was a parody superhero with powers similar to superman, and he was handicap. Handi Man even had his own signal in the sky if anyone needed his help, which was similar batman's bat signal. But instead of using the image of a bat, the signal showed an image of the handicap sign you'd see in handicap bathroom doors and parking spots. His alter ego was named Clark Bent, which was another reference to superman in the sketch. Handi Man would always say "Never underestimate the power of the handicap."
