It's Launch from Dragonball. Launch was mostly featured in the original anime series, but she was slowly forgotten once Dragonball Z took off, and rarely mentioned again. Launch is a woman with a strange disorder which causes her to switch between two different personalities each time she sneezes. This is her bad girl form. You can be whoever you want.
